I forget what that call non divisible numbers. 3,5,7,11. I guess 5 was too slow & 11 too fast

A lot of school areas, industrial parks, private roads, etc. will do that under the theory that seeing a speed limit that’s odd and you’re not used to will make you more likely to pay attention to it and follow it.
